Abstract

The results of the dissertation on organizational and legal mechanism of ensuring constitutional rights and freedoms of man and citizen under conditions of cooperation between police and civil society institutions in the Russian Federation are assessed. The problems of ensuring rights and freedoms are always considered as topical, though they are not fully studied. Insufficient elaboration of the issues of police activities aimed at ensuring constitutional rights and freedoms of certain categories of people (minors, foreign citizens, refugees, forced migrants) is criticized. The proposal to empower the Russian ombudsman to carry out strategic planning in the field of ensuring rights and freedoms of man and citizen is regarded as unreasonable. Connection between the efficient functioning of the mechanism to ensure constitutional rights and freedoms of man and citizen and legal fixing of relevant concepts and categories (rights and freedoms, their exercising, ensuring, protecting) is doubted. The issue of the correlation between local government and civil society, as well between political parties and civil society requires additional argumentation. The use of term “hermeneutics” with regard to the organizational and legal mechanism of ensuring constitutional rights and freedoms of man and citizen instead of more definite concept “interpretation” is sceptically assessed. It is concluded that the dissertation on organizational and legal mechanism of ensuring constitutional rights and freedoms of man and citizen under conditions of cooperation between police and civil society institutions in the Russian Federation satisfies the requirements; its author deserves granting the degree of Doctor of Legal Sciences.
