Abstract

The problem of the quality of legislation is one of the urgent problems both for the modern theory of law and for the law enforcement practice. The criteria allowing to distinguishhigh-quality legislation from low-quality legislation are defined in the article. The actual legal and
linguistic characteristic properties of high-quality legislation are analyzed. The definitions of the concepts“effectiveness” and “effectiveness of law enforcement activity” are given. The factors affecting the assessment of the efficiency of law enforcement activity are considered. The goal, means, results of law enforcement activities, as well as the time spent on achieving the goal of law enforcement are
considered as obligatory criteria of the effectiveness of law enforcement activity of the internal affairs bodies. Basing on the analysis of law enforcement practice, the examples of the norms of administrative
legislation which allow to assess its quality and identify gaps in the legal regulation of public relations are given. As a result of the research, the author comes to the conclusion that the quality of administrative
and tort legislation has a direct impact on the effectiveness of law enforcement activity of the internal affairs bodies, since the lack of legal regulation of socially significant legal relations or applying the ow-quality legal norms complicates the process of implementation of legislation, which, in turn, leads to reducing the level of public confidence in law enforcement agencies.
