Abstract

In Russia, the legislative activity in the field of countering corruption is carried outconstantly. Within the framework of these activities, the bill “On amendments to the Criminal Code ofthe Russian Federation and the Criminal Procedure Code of the Russian Federation to strengthen the
responsibility for corruption” was introduced to the State Duma of the Federal Assembly of the Russian Federation. The legislators propose to make changes to Article 204 of the Criminal Code of the Russian
Federation, as well as to amend it by Articles 204.3, 291.3 and 291.4. Some of the novels in the draft law are similar to the previously adopted amendments regulating similar legal relations, and therefore
they counterbalance the imbalance that has arisen in the course of legislative activity to a certain extent. However, it is difficult to agree with certain provisions of the bill. The greatest discussion is caused by
applying the Article 204 of the Criminal Code of the Russian Federation to the persons who are not performing management functions – the employees of a commercial or other organization. Another
reason for the discussion is a new term “abuse of influence”, which is proposed to be fixed in Article 291.4 of the Criminal Code, while there is no legislative enshrinement of the term “influence” of an
individual person on an official
